Scott H. Wolpert is a founding partner and the Managing Partner of Wolpert, Vernon & Gordon. His practice focuses on special education and school law, students’ civil rights, and consumer protection. He regularly represents students and families in special education administrative hearings and educational and civil rights litigation in state and federal court. Scott has extensive experience addressing legal issues involving students and schools, including claims related to special education, bullying, harassment, sexual abuse, physical abuse, discrimination, and violations of federal and state laws protecting students.

Scott practiced at Timoney Knox law firm from 1992 to 2026, where he served as Managing Partner for seven years. Prior to joining Timoney Knox, he served as a law clerk to The Honorable Bernard A. Moore of the Montgomery County Court of Common Pleas.

Scott is a frequent speaker in his areas of practice, including civil rights in schools and special education law.

He holds a degree in political science from Ursinus College, where he was a Dean’s List student and received the Trucksess Prize for the study of law. He earned his law degree from the University of Richmond School of Law.

Scott is actively involved in many civic and charitable organizations. He served as a mock trial coach through the Pennsylvania Bar Association between 1997 and 2009 and from 2019 to the present. He is a past president of the LaSalle College High School Alumni Association and serves on the Board of Trustees of LaSalle College High School and the Board of Advisors of Norwood-Fontbonne Academy. He previously served on the Board of Directors of Planned Lifetime Assistance Network of Pennsylvania, a non-profit organization that provides care management for persons with disabilities, and on the Board of Directors of the Maxwell Football Club. Scott also served as a Division I NCAA football official from 2011 to 2018 and remains active in the training and development of football officials.

  • Successfully litigated student on student sexual abuse claims
  • Successfully litigated claims of discrimination and school bullying against private schools, public school districts and charter schools
  • Represented a class of over 100 employees in a federal class action seeking wages under the Fair Labor Standards Act that resulted in a $4.1 million dollar settlement to class members on the eve of trial
  • Represented a certified class of 539,000 sports officials and event workers in a data breach case filed in Federal Court for the Eastern District of Pennsylvania and subject to a substantial court approved settlement in favor of the Class.
  • Successfully litigated a claim against a Montgomery County School District in 2018 and when a hearing officer awarded parents substantial compensatory education and private school tuition reimbursement
  • Conducted investigations of bullying, harassment and discrimination in schools
  • Successfully litigated and argued a precedent-setting case nationally regarding the applicability of a statute of limitations to a civil rights claim in the United States Third Circuit Court of Appeals
  • Successfully handled sexual harassment litigation on behalf of a female employee against a national apparel company which resulted in a substantial settlement prior to trial
  • Conducted an extensive internal investigation of an existing public school employee’s claim of discriminatory treatment in the workplace
  • Successfully pursued a claim on behalf of a female executive of a national corporation who was sexually harassed by the Company’s Chief Executive Officer
  • Successfully litigated due process complaints at hearing, resulting in substantial settlements and/or awards for compensatory education and tuition reimbursement for children with disabilities
  • Successfully litigated and reached a substantial settlement of a personal injury claim on behalf of an electrical contractor employee who suffered severe injuries in a forklift accident at a job site.
